In order to add embeds which are non-standard ini I added an
extraConfigLines field. Then I also had to fix substution so that I can
use a literal '@' in the extra lines. Still not perfect, but works
just well enough for me to set up eduroam correctly for my uni.

The old location for it was wrong as the module does not define a nixos
module but rather just sets some options in existing modules. A new name
was chosen so it would be more abstract and thus cover more use cases.

Revert to using helix as packaged in nixpkgs because I can't seem to get
the flake to substitute the outputs. Even when I don't override its
nixpkgs and pin it to a release tag it still builds from source.
