Subject: Revert "tower: wip self hosted nix cache"

This reverts commit de49f84145c325f5c3e373ef5bc807520dd7fde0.

Attic's token management sucks. Only a make-token command? What if I
want to revoke a token manually?? UX is also annoying on account of it
being multi-tenant. Will need to find a better solution.
